Quick thing the pre-series synopsis forgets to mention is that Yukina was kidnapped while searching for her missing brother, presumably in the human world. (In the manga, this is where Hiei believes she was, given that he considered a rumor that an Ice Maiden had been eaten by Eight Hands credible.) While she claims that she received permission from her village elders to search for him later on, she lied.
Personality:
Yukina is the proverbial silk glove covering an iron fist. She is demure and polite by default, quick to accept companionship from all creatures. Her tone of voice is primarily soft and gentle. She hates to see others in pain, especially on her own behalf, and she's wise enough to realize that the actions of one bad person aren't indicative of their group as a whole. She has a great well of love for her brother, despite never meeting him, and she feels responsible for Yusuke and Kuwabara when she finds out they're in the Dark Tournament, immediately going to aid them as best she can.
But she has a core of steel, too. Her love for her unknown brother is paired with an unshakable conviction that he's alive, despite him being dropped from a great height into the wilderness. Into the demon world. This conviction is so great that she left the glacier in the sky where she was born to find him, venturing from the demon world into the human world all by herself.
When she was kidnapped by a human seeking to sell the gemstones formed from her tears, she defied him by straight-up refusing to cry. (Also by swallowing the gemstone she carried with her after so he couldn't steal it from her.) After a couple years, no amount of physical pain could induce her to. And if this wasn't enough cool rebellion, she gets even cooler. Literally. Whenever she heard Tarukane approaching, she used her ice powers to drop the temperature below freezing, just to make him uncomfortable. She is very much a damsel in distress, because her ice powers have no apparent combat applications, but she remains elegantly aloof.
The only thing that does make her cry is seeing other people hurt trying to help her. She cries bitterly over the Toguro brothers killing the small birds keeping her company (mentioned in the manga to be spies from Spirit World) and the young employee of Tarukane that tried to help her escape years before. She even gets teary over the injured Kuwabara, but doesn't go into actual tears just yet.
Yukina tends to assume the best about people when she doesn't understand them. Due to coming from a single-gender asexual society where reproduction is through parthenogenesis, she has no real concept of romance between men and women, and isn't capable of recognizing that Kuwabara has a crush on her. Even when he uses the word "love," she just sort of nods and smiles. Because he's kind to her and she cares about him, she lets him say what he wants and just thinks to herself how confusing it is.
Yukina is ultimately a friendly girl and less aggressive than most demons. She is not a combatant in any way. Her reintroduction at the Dark Tournament makes a point of the fact that the very human Atsuko, Shizuru, and Keiko are much more violent and capable of fighting than Yukina is.
Yukina is so polite that she addresses even Yusuke's tiny spirit animal as 'Puu-san.' She is respectful and never raises her voice, and has learned how to heal the people around her rather than any sort of offensive combat techniques, even though demons are noted to be violent and many eat humans.
So it's really surprising when one of her last appearances in the manga reveals she's been lying to Yusuke and Kuwabara and the others all along. She admits to Hiei that her search for her brother is actually unsanctioned by her people, and that the reason she wants to find him is to remind him that she's been waiting for him to come back to the glacier and kill them all. She explains to him that if surviving means having to be as cold and heartless as ice, there's no point to it-- Yukina values kindness and empathy above all else, after all.
She gets a shock when Hiei tells her that, if she wants them dead, she needs to kill them herself, but ultimately agrees with him, saying it's the sort of thing she thinks her brother might have said. However, she doesn't appear to ever act on it herself, suggesting that her own kindness prevents it.
As mentioned, she also lied about being authorized to search for her brother, and when Hiei accuses her of it, she doesn't react at all. This suggests that not only is she capable of deception, but she feels no guilt for it, depending on the circumstances. Likely she wanted to avoid having to explain the gory details to others, or else wanted to protect her privacy and that of her family.
Abilities:
Temperature/ice control: She can lower the temperature in her immediate vicinity below freezing, causing ice to form. She is never shown creating ice offensively, only defensively.
Healing: She is capable of channeling her youki through her hands and speeding up the healing process.

Yukina ran forward, already summoning her demonic energy to her hands. The soft, blue glow belied the warm feeling as she dropped to her knees, heedless of the ash and dirt on her yukata, lowering her hands right above the wound.
“Thank goodness I was in time,” she murmured, watching the redness and swelling dissipate. Her heart raced, something in the back of her mind wary of her surroundings at all times, vaguely expecting violence at every turn. She could hear the gods beating back the ayakashi, but without her own god nearby to bring out her combative potential, she felt more comfortable boosting up the others around her.
She turned way, quickly, as a nearby shinki groaned, hit by an ayakashi. Her fingers spasmed, clenched, before straightening out again. But, fretfully, she kept looking back, seeing the eye patterns beginning to spread… Torn, she shook her head.
“I have to try to heal them, too,” she said softly, aura brightening with the effort of channeling just a little more energy, speeding up the process just a bit. “I want so much to be able to help, and this is probably the best way.”
She smiled. "Sorry for talking too much..." She checked again the healing wound, and the extra effort seemed to be paying off. "It's getting so much better already, I wonder if it's because the gods here are so strong... with so many different powers."
She knows it's strange to some people, but oddly... it isn't to her.
With the wound healed, she bowed quickly, before scurrying to help her poor fellow shinki...
